Premier Inn unveils plan for new Witney hotel

Lesley Semaine Lesley Semaine

THOUSANDS more visitors could be on their way to Witney after plans for a new hotel were unveiled last night.

The new Premier Inn will create 30 jobs and could encourage more shoppers and businesses into the town.

Owner Whitbread has submitted plans to build a 57-bedroom hotel on the site of a vacant home alongside Lidl in Ducklington Lane. The 2,510 sq ft, two and three-storey development will bring 7,371 new customers a year to Witney, the hotel chain said, and business leaders hope this will encourage further investment.

But concerns have been raised about the impact of the hotel on the already congested Ducklington Lane/Station Lane junction.

Witney chamber of commerce chairman Lesley Semaine said: “It is a great idea because apart from the Four Pillars we only have small B&Bs and hotels.

“It could bring more people and passing trade into the town. It could be very positive for Witney and the town’s businesses.”

But she said the Ducklington Lane/Station Lane junction had to be looked at and said a roundabout would be the preferred option.

Steve Hayward, Oxfordshire county councillor for Witney West, said: “The issue at the junction is that the traffic lights do not cater for the capacity.

“We should have lots of money to spend on improvements because we are not spending on the Cogges Link Road.”

The controversial Cogges Link Road plan fell through earlier this year after a Government inspector refused County Hall permission to compulsorily purchase land needed for the scheme, freeing up millions of pounds of developer funds.

But Mr Hayward said Premier Inn would have a “minuscule” impact on the rush hour traffic and the town needed more hotel space.

Rodney Rose, county council cabinet member for transport, said a decision on how the Cogges Link Road cash would be spent had not yet been made.

The Premier Inn application will also create a 57-space car park.

Richard Pearson, acquisition manager of Whitbread Hotels and Restaurants, which owns Premier Inn, said: “We are the UK’s largest hotel business, with more than 49,000 bedrooms across the country, and we are expanding aggressively to provide more excellent locations for our customers.

“Oxfordshire is one of our key growth areas.”

He added: “The plans are only good news for Witney and I look forward to working with the council to deliver our investment and help support the local economy.”

Whitbread hopes to increase Premier Inn’s 49,000 bedrooms in the UK to 65,000 by 2016. No date has been set yet for West Oxfordshire District Council to decide on the application.

A three storey building is too tall for that location. There are trees on the site which are subject to a preservation order. Will the developers respect this or just fell them and pay the small fine regarding it as a necessary expense to get their way ? we will see. A building of that size and 57 parking spaces will take up a lot of land.
Much needs to be discussed on this matter before the plan goes ahead.

Darkforbid, everywhere I drive around Oxfordshire now I see No to this No to that posters, and I keep quiet with a lot of my passengers because they have bought in to the kind of H J Harris attitude. My grandfather in then India looking at England now would never had understood how you built a great empire, when you are not allowed to build even a matchbox today.

And the main reason people would rather invest abroad, people there want progress,..

The town needs this to maintain growth and jobs and the people who come here will no doubt spend money here in the local economy. I have stayed at various Premier Inns around the country, and I have always been pleased with what they offer. Trips into the various town centres has always resulted in meals or purchases being made, surely with a developed town centre this is part of the bigger picture. Then again, some Witney people, have a very different view, as they have seldom travelled, in fact one I know of boasts he has never, ever been out of Oxfordshire, and cannot understands why others do.

I do not object to the Hotel at all, only request that it is built in a way which fits in. After all, careful planning is one of the factors which has made this town more attractive than many similar ones.
It would be a shame if one of the main arteries into town ended up looking like so many roads in American towns, just one modern temporary looking building after another. We can develop with style, lets not go back to the 1960s with buildings like those in Welch Way.

Regarding the felling of trees that have a preservation order, a small fine is not the case. A fine of up to £20,000 for each tree may be imposed by the Magistrates Court in the event of them being convicted of an offence. If proceedings are instituted in the Crown Court fines are unlimited. So it is by no means a walkover for a developer.

Has anyone seen the plans. I have searched the WODC website and cannot find a submission? If someone could post a link I would be interested to see the exact location, car spaces. Thanks.

Application No is 12/1589/P/FP
but no details as to layout.

This could be a good asset to the town, more jobs are always useful to the area but I feel that the building should be in keeping with the town, Although Lidl and McDonalds are not exactly traditional, they are only single storey. The house to be demolished is only two storeys so hopefully the hotel won't be any higher.

Thanks Phian. Yep cannot load any of the documents, layout, site plan etc. A little annoying but presume they should upload during the week. Can't work out where they are planning on building apart from where the old house and land where they kept a pony or 2, about 15 years ago. Not much space there though. 2 storeys yes, 3 reserve judgement once I've seen the plans and elevations on the WODC website.
