It's a bit of a blight on the doorstep of Oxfordshire's largest shopping centre.

Wholesale redevelopment of that corner of Templars Square could finally bring an Ikea or John Lewis to Oxford.

Wrong tense in the first line, I would say:

has broken out or
broke out this afternoon.

This reporter believes that grammar is married to his grandpa.

Definitely the wrong tense, as Milkbutnosugarplease says. If this article is supposed ot have the feel of a live blog then the present perfect is suitable, but since the event in question happened several hours ago the writer ought to use the preterite. We all make grammatical mistakes when writing in a rush but the copy editors should be picking this up.

Only 2 groups are jugging up from midday on on a Friday, the one is roofers who only do a 4 day week and the other professional non-workers. Which ones was the helicopter chasing?

The incident happened at 4.20 PM,but as you like to add a sarcastic comment to every article in the Ox mail, you have decided that it was roofers and the unemployed fighting and that they had been "jugging it up"since midday.
I was in my local at 4.20PM yesterday, having a couple of pints after a hard days graft,so were a lot of other people, non are unemployed to my knowledge and only DW is a roofer(and he works a 6 day week)
So why dont you take your sad comments and sad life to the Daily Mail website, you will find a lot of like minded people on it.
