A CARE home where a resident was “not moved for 12 hours”

has failed to meet care standards for a second time in a row, inspectors have warned.

The Close Care Home has been told to improve after it failed to meet Care Quality Commission (CQC) standards.

Inspectors visited in November and gave the home, in Abingdon Road, Burcot, a mix of its two lowest ratings, inadequate and requiring improvement.

The CQC found that staff left residents in bed until 12.20pm and ignored residents, even when they were calling out to staff.

The inspectors also criticised staff for not treating residents with care and respect, highlighting one case in which one resident was not helped to the bathroom or repositioned for 12 hours.

They raised that of another person who had been placed in front of a television, despite telling carers they did not want to be there.

Some staff could not identify the signs of potential abuse.

“One care worker had no understanding of what safeguarding was.

“We were not assured that the registered manager responded to allegations of abuse in line with local authority agreement on safeguarding adults.”

In its report on the home, the CQC found it had slightly improved since its last inspection in May 2014, but not enough to escape a warning notice being issued.

The Close, which is run by Cavendish Close Limited, had been given until July to make improvements after the May 2014 inspection.

After the second inspection in November, the home was given until January 31 to up its standards.

A senior operations manager at the care home Victoria Forsythe said: “We are disappointed by this report, which we believe does not provide a fair reflection of the care provided at the home.

“Since the inspection, we have established a clear action plan to address all of the points raised by the CQC.”

Oxfordshire County Council stopped placing new clients at The Close Care Home in July of last year after safeguarding alerts were raised about the management of staff and shift patterns.

However, they have taken the decision to start placing people in The Close again.

County Council spokesman Marcus Mabberley said: “The matters detailed in the CQC report are extremely serious and unacceptable.

“While improvements have been made, the council will continue to ensure correct procedures are followed.”
