A HOUSING developer which was refused permission to convert Wallingford’s old Portcullis Social Club into 15 flats because it was an ‘overdevelopment’ has submitted a new plan – to turn it into 14 flats.

Winslade Investments, which was also criticised by South Oxfordshire District Council in July for not having any affordable housing in its plans, has now submitted its new scheme to the same authority.

Under this version, Winslade has proposed ‘eight two-bedroom houses, three two-bedroom flats and three one-bedroom flats’ – still with no affordable housing.

In response to councillors’ concerns that vehicle and pedestrian access to the site would be limited by the narrow entrance and lack of pavement on Goldsmiths Lane, Winslade has proposed ‘modifications at ground level to provide access via an arcaded walkway to the wider pavement adjacent the community centre to the south’.

The developer still has to contend with the fact the buildings are next to the Kinecroft park (a Scheduled Ancient Monument) and the fact the site is in the Wallingford town centre conservation area.

South Oxfordshire District Council is aiming to make new a decision by February 17.
