The main road through Witney's new Madley Park housing estate is due to open in February.
At the moment, bollards prevent motorists driving the whole length of Harvest Way, from the Woodstock Road to Oxford Hill. About 300 of the proposed 1,100 homes are now occupied.
The combined Madley Brook Community Primary School and Springfield School for children with severe learning difficulties opened in September.
Work is under way on a neighbourhood centre which will have a Co-op store.
West Oxfordshire District Council planning officer Mike Robinson said: "The county council has to be satisfied with the road before it adopts it and there is still a bit of work to be done.
"The road should be ready by the middle to the end of February."
Work has started on a road around the edge of the estate which is due for completion by the end of next year.
