Protesters from Oxford were arrested after they blocked the road during a "die-in" in London.
They laid down in the road in Whitehall and played dead in protest against any future attack on Iraq by the US and Britain.
Four people from Oxford were arrested on December 2.
A 45-year-old man from east Oxford and an 18-year-old woman, from north Oxford, were charged with obstructing the highway.
The woman was due to appear before magistrates in London on December 5, and the man will appear before a court on December 6.
A second woman was arrested, then given a formal caution.
Philip Pritchard, 33, of east Oxford, who was arrested but later released without charge, said: "The Iraqi people pose no threat to us and the US and UK have no mandate from the UN to wage war on Iraq."
Thirty-five people from Oxford took the bus to London for the protest.
Toby Olditch, 34, of Bullingdon Road, east Oxford, said about 20 people from Oxford blocked the road.
He said a number were arrested in the road then released after being moved to the pavement.
"About 20 people from Oxford were laying down in the road and risking arrest," he said.
But he emphasised there was no pressure on anyone objecting to policy on Iraq to break the law.
The Metropolitan Police arrested 44 people.
