Wantage Town Council has agreed that extra infrastructure is essential to support up to 2,500 new houses in Grove.
Members backed the provision of new schools, cycleways and footpaths, as well as enlargement of Wantage cemetery, if the former airfield in Grove is developed.
Councillors also backed enlargement of the town's cemetery and new cycleways and footpaths.
Other suggestions included allocating part of the Garston Lane site for a coach and lorry park and a site for a nursing home, possibly in Newbury Street or Manor Road.
