Liverpool and Manchester United's under 21 sides will play in next season's EFL Trophy.
It means the top six teams from last season's Premier League will be involved in the competition for the first time.
There are 16 invited teams in total, who will join Oxford United and the 47 other clubs in League One and League Two.
The draw for the first stage of round robin groups will take place next month.
Full list of invited Under-21 sides: Arsenal, Aston Villa, Brighton & Hove Albion, Chelsea, Everton, Fulham, Leicester City, Liverpool, Manchester City, Manchester United, Newcastle United, Norwich City, Southampton, Tottenham Hotspur, West Ham United, Wolverhampton Wanderers.
