N OXON: A by-election will be held after a Labour member of Cherwell District Council stepped down.
Patrick Cartledge, right, a Labour member for Banbury Ruscote, has resigned. He was not available for comment.
The council received requests to call an election from two electors, in keeping with election law. If contested a poll will be held on September 26.
