THESE cheeky cancan legs were once as much a part of the Oxford skyline as the Headington shark, and the same man was behind both.
In 1988, Bill Heine was defying orders from Oxford City Council chiefs to close down the Not the Moulin Rouge cinema and the Penultimate Picture Palace because he did not have a licence for either.
Eventually Mr Heine was forced to closed the Moulin Rouge and sell the Picture Palace.
But they never did manage to get rid of the shark.
