Nearly 20,000 sandbags have now been delivered across Oxfordshire by the county and district councils.
Sandbag dumps in Oxford include sites at the Duke of Monmouth pub, in Abingdon Road, and by PC World, off Botley Road.
The county council, which has delivered more than 4,500 sandbags, has urged residents not to remove those weighing down road signs.
District councils have provided around 15,000 sandbags as of last night.
Cherwell District Council does not distribute them.
Sandbag dumps in Abingdon have been relocated to Old Abbey House, Abbey Close.
