Author Philip Pullman is one of several leading writers and educationalists accusing the Government of setting unrealistic targets for young pupils.
In a letter to The Times, they say the ambitious targets are unrealistic and risk harming pre-school children by setting back their development.
They accused Children's Minister Beverley Hughes of ignoring her advisers. The writers and academics and shelving research commissioned by her department because it contradicted policy.
