I have recently heard that the concessionary fishing rod licence is about to change, so that people receiving Incapacity benefit are no longer eligible for this lower priced licence.
I was under the impression that a cheaper rod licence was to benefit those on a lower income like incapacity benefit. The new rules make it impossible to qualify. If you suffer from the majority of the disabilities which qualify, you would not or could not go fishing anyway.
Top of the list is registered blind. Going fishing is a dangerous activity if you cannot see. Impossible, I would say.
Severe disability in both upper arms -- I can't see anyone handling a 30lb carp in that condition.
Severe disability or unable to walk -- this doesn't lend itself to popping down to the Cherwell for a bit of barbel fishing.
