The system of providing carers in Oxford with parking permits could be changed.
There are now about 400 carers using the free permits, mainly employees of the Oxfordshire Community Health Trust.
The city council wants to limit the number of permits to 400, although demand over the next two years is expected to rise to 500.
The matter is being discussed on Thursday by the city council's highways and traffic committee.
Councillors will be asked to impose the limit for the City of Oxford and parish of North Hinksey and introduce a charge of £10 for the issuing of a permit.
