The cost of refurbishing just three of west Oxfordshire's public toilets is more than £360,000.
The estimates have been put forward for toilets at Langdale Gate, Witney, High Street, Burford and Hensington Road, Woodstock, all of which are considered to be in a poor condition.
West Oxfordshire District Council's director of environmental services Paul Lankester said public toilets in the main towns of Witney, Chipping Norton, Carterton, Woodstock and Burford were "subject to extreme van- dalism".
Superloos, with coin-operated entry, were more resistant to vandalism and could replace the more traditional buildings currently in use. Mr Lankester also suggested new toilets were needed in Carterton, because of the town's expansion, and near the car park at Burford because of the high number of tourist visitors.
