Car parks at Wallingford's Riverside Park will be left to flood after councillors heard they were a vital part of the town's flood defences.
South Oxfordshire District Council community services committee member Patrick Greene suggested the council should better protect the car park area from flooding.
But council officer Gina Coupar said: "If barriers were put up, the water would have to go elsewhere, flooding parts of Wallingford and other communities along the river bank."
