West Oxfordshire District Council says it has saved £2.1m in four years by sharing services with neighbouring Cotswold District Council.
The councils already share office staff and WODC has now agreed to share IT and legal services.
It also plans to integrate financial, procurement, human resources and payroll services with three Gloucestershire councils from early 2012.
