NOW that the Cogges Link Road is effectively dead, a question mark hangs over millions of pounds of developer cash earmarked for the scheme.

Oxfordshire County Council has a total of £17.23m to pay for the road, including £8.24m in secured developer cash and £4.62m from council funds.

This cash includes money from Madley Park (£4.78m), Deer Park (£2.54m) , Windrush Park (£407,075) and Sainsbury’s (£555,256) developments.

James Mawle, who owns land needed for the Cogges Link Road, has contributed 75 per cent of the Madley Park developer cash, some £3.59m.

But £5.99m may have to be returned to developers in January 2013 as the contribution agreements had timescale clauses within them.

This includes the Madley Park cash, which at present is ring-fenced for the Cogges Link Road.

A further £1.07m of developer funds may need to be returned between January 2015 and May 2018 if the money is not spent by a series of deadlines within that period.

Only £1.81m of funds are non-returnable.

The figures have come from a statement of common ground between Mr Mawle and County Hall’s barristers at the compulsory purchase order public inquiry.

County Hall also has a further £3.65m developer funds from the construction of North East Witney, but it has not yet received this money.
