More than 100 people in Abingdon have received duplicate voting papers, which has been blamed on a printing mistake by the council's printing company.
Counting Officer, David Buckle, from South Oxfordshire District Council, said he has written to all 113 people in Abingdon and six in Henley, to apologise.
Mr Buckle insisted it was a minor blip and assured concerned residents there was no chance people could vote twice.
He added: "We have already issued over 25000 postal vote packs and have received back roughly 6000.
"We are still receiving and processing approximately 400 applications per day for postal or proxy votes and I am unaware of any other problems.
"Indeed my elections team has received a number of compliments regarding the efficient way in which they have dealt with requests for postal votes."
